Change of Use / Occupancy Permit

Apply for a permit to change the use or occupancy classification of a building in Portland. A Change of Use permit is required whenever the occupancy classification of a building or portion of a building changes under the Oregon Structural Specialty Code (Section 3408) or Oregon Residential Specialty Code. Common changes include residential to commercial, single-family to multi-family, warehouse to office, retail to restaurant, or residential to daycare. Changes in use may trigger requirements for fire/life safety upgrades, accessibility improvements, structural evaluation, and zoning review under Portland Zoning Code Title 33.
