Connect with a Portland Clean Energy Fund (PCEF) community partner organization to access clean energy services for your home. PCEF does not offer direct residential rebates. Instead, PCEF funds community-based nonprofit organizations who deliver clean energy improvements — including solar panels, heat pumps, insulation, weatherization, and more — to Portland residents, with priority for low-income households and communities disproportionately burdened by climate change. How PCEF Clean Energy Services Work

PCEF funds community nonprofit organizations who then deliver clean energy services directly to residents. You do not apply to the City of Portland for a rebate. Instead, you connect with a PCEF-funded community partner organization, and they will work with you on eligibility, project scoping, contractor selection, and installation. Services are provided at no cost or reduced cost for income-qualifying households.

Available services through PCEF partners may include: heat pump installation (HVAC and water heaters), solar panel installation, home weatherization and insulation, high-efficiency windows, and energy efficiency upgrades. Specific services vary by partner organization and funding availability.

PCEF-funded community partner organizations include (among others): Verde, African American Alliance for Homeownership (AAAH), Asian Pacific American Network of Oregon (APANO), Community Energy Project, Habitat for Humanity Portland/Metro East, Hacienda CDC, Native American Youth and Family Center (NAYA), Portland Community Reinvestment Initiatives (PCRI), Self Enhancement Inc.
