Clean River Rewards — Stormwater Discount Registration

Register for the Clean River Rewards program through the Bureau of Environmental Services (BES) to receive a discount on the stormwater portion of your utility bill. Property owners who manage stormwater runoff on-site using approved facilities such as rain gardens, eco-roofs, permeable pavement, and cisterns may qualify for a discount of up to 100% on stormwater charges. BES inspects facilities to verify eligibility. Portland City Code 17.36 governs the stormwater discount program.
