Discrimination / Civil Rights Complaint

File a discrimination or civil rights complaint with the City of Portland Office of Equity & Human Rights. Portland's civil rights ordinance (Title 23) prohibits discrimination in employment, housing, public accommodations, and city services based on protected classes. Complaints are investigated by the Office of Equity & Human Rights in coordination with the Oregon Bureau of Labor & Industries (BOLI) and the federal Equal Employment Opportunity Commission (EEOC) where applicable.   • Filing a discrimination complaint is a serious matter and your report will be thoroughly investigated.
  • The Office of Equity & Human Rights will review your complaint, interview relevant parties, and make a determination.
  • This process typically takes 30-90 days.
  • You have the right to file complaints simultaneously with Oregon BOLI (971-673-0761) and/or the federal EEOC (1-800-669-4000).
  • Time limits apply: you generally must file within 1 year of the discriminatory act under Portland's ordinance, 1 year under Oregon law, and 300 days under federal law.
