Early Assistance / Pre-Application Conference Request

Request a pre-application conference with Portland Bureau of Development Services (BDS) staff to discuss a proposed development project before submitting a formal application. Pre-application conferences are required for all Type III and Type IV land use reviews, and optional for Type I, II, and IIx reviews. Pre-application conferences help identify applicable code requirements, potential issues, and required permits early in the design process. Fee: $641 (effective July 1, 2025).
