System Development Charge (SDC) Exemption / Waiver

Apply for an exemption or waiver from System Development Charges (SDCs) for new residential construction in Portland. SDCs are one-time fees charged at the time of building permit issuance to fund infrastructure improvements (sewer, water, parks, and transportation). Three separate programs are available: the Temporary Housing SDC Exemption (August 2025 through September 2028), the ADU SDC Waiver (permanent, with 10-year covenant), and the Affordable Housing SDC Exemption (administered through PHB).
