Sewer Access Permit — TV Inspection / Cleaning

Apply for a sewer access permit from the Bureau of Environmental Services (BES) to enter the public sewer system for TV inspection, cleaning, or maintenance. Required for contractors and property owners who need to access public sewer mains, manholes, or laterals at the main connection for video inspection, cleaning, or repair assessment. Portland City Code 17.32 governs access to the public sewer system. All work must be coordinated with BES Maintenance.
