UC Permit — Lateral Connection to Public Sewer

Apply for a UC (Utility Connection) permit from the Bureau of Environmental Services (BES) to connect a private sanitary or combined sewer lateral to the public sewer main. Required for all new sewer service connections in Portland. Work within the public right-of-way must be performed by a licensed side sewer contractor registered with BES. Portland City Code 17.32 and 17.33 govern sewer connections.
