UR Permit — Lateral Repair in Right-of-Way

Apply for a UR (Utility Repair) permit from the Bureau of Environmental Services (BES) to repair or replace a private sewer lateral within the public right-of-way. Required when sewer lateral repairs extend from the property line to the public sewer main. Work must be performed by a licensed side sewer contractor registered with BES. Portland City Code 17.32 governs sewer lateral maintenance in the right-of-way.
