Storm Damage Repair Permit

Apply for an expedited permit to repair residential storm damage in Portland. This application is for emergency and urgent repairs resulting from wind, flood, fire, ice, fallen trees, or other storm-related events. Portland Bureau of Development Services provides expedited processing for storm damage repairs to help homeowners restore safe and habitable conditions quickly. Emergency work to protect life safety may begin before the permit is issued, but a permit must be obtained as soon as possible.

Emergency Work Authorization

  • If there is an immediate threat to life safety, you may begin emergency stabilization work (tarping, shoring, boarding up openings, removing hazardous debris) before obtaining a permit.
  • Document all emergency work with photos and notes.
  • A building permit must be obtained for all permanent repair work.
