Toilet Replacement Rebate

Apply for a rebate from the Portland Water Bureau for replacing an old, high-flow toilet with a new WaterSense-labeled high-efficiency model. Eligible replacements must use 1.28 gallons per flush (gpf) or less. The rebate is a credit on your water/sewer account (not a cash payment) and takes up to 3 months to process.

Program Status

IMPORTANT: This program ended December 31, 2025. Applications are being accepted through June 30, 2026, ONLY for toilets purchased on or before December 31, 2025. No new purchases qualify after that date. After June 30, 2026, no further applications will be accepted.

Rebate amounts: $70 per toilet (standard) or $120 per toilet for Portland Water Bureau bill discount program participants. The rebate is applied as a credit on your water/sewer account. Maximum 2 toilets per residential account; up to 50 toilets per multi-family or commercial account.
